Based on my analysis of all of the sales promoted to the email list and on the website you get the deepest discount starting in mid to late October as all retailers start competing earlier and earlier for your Black Friday dollars. That seems to be the only time that I have seen a percentage-off discount code.

My best guess, is they don’t want to discount everything on the site so they can get full-price buyers closer to Christmas when people start to panic about getting the gift in time. Most other sales don’t require a coupon code and show the discount right on theit site.
